Rhode Island's Limited Liability Company Act, codified at Chapter 7-16, places the safe harbors at Section 7-16-54 ('Transaction of business by foreign limited liability company without registration'), with the enumerated activities in subsection (e). Rhode Island uses an unusual structure that puts the safe harbors INSIDE the closed-door / failure-to-register section, rather than in a separate 'activities not constituting' section.
